The California Supreme Court unanimously decided that illegal immigrants can qualify for in-state tuition at California public universities on Monday. This ruling reversed one by the state Court of Appeals and allowed the state’s universities to continue the policy.

Haiti’s month-old cholera outbreak has caused the death toll to raise to 917 and caused 14,642 to be hospitalized.
Shanghai building on fire
A 28-story building caught fire in Shanghai on Monday, killing at least 42 people and injuring more than 90. The building was under renovation when a scaffolding supposedly caught on fire and spread through the rest of the building. Over 150 families reside in the building.

Run-off will be held for Ivory Coast presidential election
Ivory Coast is expected to have a run-off on November 28 due to a presidential election in which neither candidates reached 50% of the vote. Incumbent Laurent Gbagbo has won 38% versus opposition candidate Alassane Outtara at 32%.
Mass grave found in Mexico
A mass grave, containing 18 bodies, has been discovered near the Pacific resort in Acapulco. Mexican police believe the victims to be related to the country’s drug war and possibly part of a group of 20 men who were abducted in September.
Border tunnel contains 30 tons of marijuana
In a 600-yard tunnel under the California-Mexico border, U.S. authorities have found about 30 tons of marijuana. The tunnel connects Tijuana, Mexico to an industrial area in San Diego.
